CHILD TAX CREDIT

The state of Maryland saw significant reduction in poverty as a result of the largest, national pilot in the Child Tax Credit that was implemented as a result of the Covid Pandemic.

This program provided tax credit for eligible taxpayers with qualifying children in the form of  cash payouts. The credit amount varied based on factors like the number of qualifying children and the taxpayer’s income. It can lower tax liability or result in a tax refund.

During the course of this pilot, it has been proven to reduce poverty for families with dependent children – in every state.

Ariana is a 23-year-old mother of a 1-year-old daughter. “You know how they say life gets harder before it gets better? It did,” Ariana said. “It got worse.” However, once Ariana started receiving guaranteed income funds, things started to turn around for her. Aside from rent, Ariana said much of her new income has gone toward things such as food and diapers — the basics.

Jewels is a 21-year-old mother of two sons. When she started receiving guaranteed income payments, she planned to move with her two boys into a place of their own in East Baltimore. She can now afford rent thanks to the $1,000 monthly payments that Baltimore City started sending her in August. Before guaranteed income, Jewels’ situation was difficult. “I was struggling, and I couldn’t afford to get personal stuff and important stuff that I needed.” Jewels says the noticeable change after receiving the payments is “It helped me get more stuff for my sons and support them and myself.”

Kayla is a 23-year-old mother of a 1-year-old son. Receiving a guaranteed income allowed Kayla to find employment and housing, which has increased her financial stability. A major barrier Kayla faced finding employment was affordable daycare for her son. Removing that barrier, she was able to find employment in the Baltimore City School System. Kayla faced another challenge when she and her mom had to move unexpectedly; the guaranteed income allowed her to quickly secure housing for her family. Kayla plans to pursue higher education at Morgan State University, focusing on healthcare. “I was looking at the [University] website and thinking to myself, I want something that has longevity.” Kayla was surprised that a guaranteed income would have such a powerful effect on her life, noting “the drastic changes of needing that extra help financially and actually receiving it.”
