I.M.P.A.C.T. (Income Mobility Program for Atlanta Community Transformation)

Through a partnership between the Urban League of Greater Atlanta, the Income Mobility Program for Atlanta Community Transformation (I.M.P.A.C.T.) was implemented to prove the efficacy of a guaranteed income in helping communities achieve economic stability.

SPENDING BREAKDOWN​

The data in this pie chart shows aggregate spending for guaranteed income participants in Atlanta, GA. This includes all non-cash expenditures from the participants’ bank accounts, not just those that are from the guaranteed income they received. 

Retail sales and services accounted for the largest share of spending, at 41.22%, followed by Food and groceries (25.27%) and Housing & Utilities (11.76%).

CHILD TAX CREDIT​

The state of California saw significant reduction in poverty as a result of the largest, national pilot in the Child Tax Credit that was implemented as a result of the Covid Pandemic. 

This program provided tax credit for eligible taxpayers with qualifying children in the form of  cash payouts. The credit amount varied based on factors like the number of qualifying children and the taxpayer’s income. It can lower tax liability or result in a tax refund. 

During the course of this pilot, it has been proven to reduce poverty for families with dependent children – in every state.

Crystal

Crystal has been in Atlanta for years and has a master’s in psychology. When she was first approached about the program she initially turned it down because of her pride, and as a social worker she figured she could find her own resources. After speaking to her mentor, who told her to put her pride to the side, she came around to accepting the program.

Crystal says she’s grateful that she did because she really needed the money. She lost her job and a guaranteed income has allowed her to grow her coaching business while also adding to her savings.

“I couldn’t sleep at night because I was worried about how I was going to pay student loans, personal loans, and my car payment. These payments have allowed me to pay for these things.”

I am a 23-year-old father of a one-year-old daughter. When I first applied for the program, I had just finished college and I didn’t like how things were going for me financially and I needed a change. The funds have helped me pay for things that my daughter needs like diapers and wipes and some household needs.

Due to receiving these payments, I was able to pay for my test to get my Commercial Driver’s License, which is how I provide for my family. These payments have helped me set the foundation for my family.

Halimah

Halimah is a single mother to a teenage boy and a daughter. When she first signed up for the program, she was struggling to make ends meet. Now, the IMPACT program has helped put food on the table for her children, pay for her son to be in soccer and her daughter to do cheerleading — which is an extra that she wouldn’t have been able to afford without the extra $500 each month. “Not only did I place my kids in sports but I also was able to get them uniforms that they wanted and shoes that made them so happy.”

During the last year, she has been able to catch up on her bills. When her car was stolen recently, she was able to quickly purchase a new one due to the IMPACT program. “I have worked since I was 17 and now I am 40 years old still working hard — this past year I didn’t have to feel like I was just scraping by, I could actually breathe.”

Latrice is a single mother of three daughters. When she first applied for the I.M.P.A.C.T. program, it was in the middle of COVID-19 and they were shutting things down at her job so she was already struggling with how bills would get paid.

The guaranteed income has helped put extra food on the table and pay utility bills. Her long-term goal is to be successful and be able to have funds saved up and be on time with bills. The money from this program has really come in handy.

“I was taking care of my mother during this time, and she passed away. Because of these payments, I was able to take care of her expenses. I have done everything I needed to do with these payments to keep my family up and running.”

Raya

Raya is a single mother to one daughter and a lifelong Atlantan. When Raya applied for the IMPACT program, she was working but still struggling to keep up with her bills and had to borrow funds from family and friends.

Now that Raya has received these funds, she feels like she can take care of her daughter and pay bills. When her daughter wants to go to a movie every once and a while or wants a new pair of shoes, she’s able to get them for her. Without this program, she would have to continue borrowing funds from others and be overwhelmed.

“My biggest bill is my rent, and this extra money has been a big help, it comes right on time to assist me with that payment. My long-term goals are to improve my credit and purchase a home, receiving these payments has motivated me for homeownership.”
