Richmond Resilience Initiative (RRI)

The Richmond Resilience Initiative (RRI), Mayor Levar Stoney’s guaranteed income pilot, was established in 2020 to support residents in the city of Richmond, Virginia impacted by the ‘cliff effect.’ 

SPENDING BREAKDOWN​

The data in this pie chart shows aggregate spending for guaranteed income participants in Los Angeles County, CA. This includes all non-cash expenditures from the participants’ pre-paid debit card that is loaded with guaranteed income payments monthly.

Food and groceries accounted for the largest share of spending, at 35.32%, followed by Retail sales and services (31.27%) and Transport related expenses (10.07%).

CHILD TAX CREDIT​

The state of Virginia saw significant reduction in poverty as a result of the largest, national pilot in the Child Tax Credit that was implemented as a result of the Covid Pandemic.

This program provided tax credit for eligible taxpayers with qualifying children in the form of cash payouts. The credit amount varied based on factors like the number of qualifying children and the taxpayer’s income. It can lower tax liability or result in a tax refund.

During the course of this pilot, it has been proven to reduce poverty for families with dependent children – in every state.

This Richmond Resilience Initiative (RRI) participant is a parent in a household of five. She works as a pharmacy technician and is currently enrolled in a three-year master’s program in psychology. She explained that participating in the RRI pilot has given her the financial stability to afford daycare, pay down debt and improve her credit score. It’s also allowed her to secure the essentials her family needs and some things they want, including traveling for educational activities with her sons. One of her goals is to own a home.

This Richmond Resilience Initiative (RRI) participant is a parent in a household of three. He is a math teacher with a degree in accounting and enjoys mentoring at-risk children. He explained that participating in the RRI pilot is bittersweet because while he appreciates the opportunity, he feels it should be available to all individuals in need. He says that the program has stabilized his family’s finances, allowing him to pay down bills, make repairs and put food on the table. “This program has allowed me and my family to worry less about their financial burdens. Please continue this work and do all you can to make guaranteed income a reality for all the residents you serve.”

He says, “I was in between jobs and trying to figure out everything. I’ve been able to get rent relief and get help with other bills. And they’re helping me in developing my career. By the end of the program, I’m hoping to be in a position to make a big purchase, like a house.”
